Does Paynesville City Law Require Annual Painting of Homes?

Summary: In recent weeks, Jeremiah Diggen, PCC Communications Director, claims that the City Law mandates all residents to paint their homes on or before December 15 each year. We checked the claim and found it be correct. 


The Paynesville City Corporation (PCC) through Jeremiah Diggen, Director of Communication and Media, claims in an interview on the Liberia National Television (LNTV) that there is a law that mandates every inhabitant of Paynesville to paint their homes on or before December 15 each year.

Diggen made the claim while highlighting the success, challenges, and plans of the city corporation to keep the city clean. The PCC spokesman used the city ordinance as his reliance.

The Claim

Diggen said: “There is a law; the ordinance that says before the 15 of December every year, all the inhabitant of Paynesville must paint their home.”

Rating Justification

To verify this claim, we contacted Diggen and he confirmed that the city council made the ordinance he cited. According to Black’s Law Dictionary, a City Ordinance is an enactment of a legislative body of a Municipal corporation of government.

To put it in context, an ordinance is a law made by the legislative body of a city government. In this case, a legislative body is the City Council.

To fact-check this claim, we obtained a copy of the PCC ordinance. Article IV, Section 17 of the city ordinance states that “All owners of structures including commercial buildings, private homes, within the city of Paynesville are required to paint the exterior of their property on or before 15 each year.”

Conclusion

Based on this, we conclude that the claim made by the spokesperson of the Paynesville City government, Jeremiah Diggen, is correct.
